As a planning and management consultant in the US and abroad, Barbara helps clients formulate and implement plans. She designs and facilitates strategic planning, guides the development of performance indicators and evaluation processes, supports plan implementation and conducts training and coaching to help enhance effectiveness at achieving results. Working with government, non-governmental and business organizations she often guides collaboration and partnerships among them. Through a guided dialogue process, she helps groups be clear about highest aspirations and the current reality and then to formulate appropriate strategies and actions to realize the desired change. To improve implementation success, she helps clients establish and maintain impetus toward the desired change. She often coaches managers and leaders individually. She is particularly interested in fostering sustainable development, drawing upon her prior planning background in environment, energy, natural resources and transportation as a foundation.
Her previous experience includes serving as Regional Democratization Officer for the Organization for Security and Cooperation in Europe (OSCE) in Bosnia and Herzegovina, she managed 36 professional staff in 8 field offices, helping local government officials and civil society improve country conditions. As Chief of Party for the “Communities Engaged in Social and Economic Development of Albania,” project, she trained and coached staff to develop the capacity of villagers to work with each other and with local officials for sustainable development. As Visiting Fellow and Fulbright Scholar in Armenia, she taught strategic management and leadership to students of government. She also organized and led international forums to train hundreds of university students in collaboration and results orientation. She also trained and facilitated processes with local and international NGOs to formulate and achieve results.
Prior to working abroad, as a consultant in the US, Barbara designed and facilitated dozens of process to help groups and organizations work together to formulate and achieve their goals. For background she conducted dozens of planning and policy studies. She helped to create a performance management system in the City of Albuquerque and transform the culture to a results-focused one. She designed and facilitated citizen participation processes, guided strategic planning and formulation of performance indicators and measurement strategies.
Previously, for the State of Colorado and then for a consulting firm in the US, she conducted and managed alternative energy projects that included analysis, planning and outreach. She also guided, trained and coached professionals in planning approaches. Prior to that, for a regional planning commission in SW Colorado, she conducted and managed planning projects in land use, housing, transportation and public utilities and staffed citizen committees to assist elect officials to achieve sustainable development.
Her Ph.D. in public administration and ongoing research provide a strong underpinning for her work. Since 1985, Barbara has also taught university students and currently teaches via Distance Education for University of Maryland, European Division. She has resided part time in Italy since 2006, spending part of the year in the Pacific Northwest near her daughter.
